10th Anniversary Ceremony of Establishment of The Center for Educational Quality Accreditation, Vietnam National University, Ho Chi Minh City
Journey for the Development of Quality Assurance System
On the morning of November 22, 2023, at Conference Center 272 (No. 272 Vo Thi Sau, District 3, Ho Chi Minh City), the Center for Educational Quality Accreditation, Vietnam National University, Ho Chi Minh City (CEA-HCM) solemnly held the 10th Anniversary Ceremony (November 22, 2013 – November 22, 2023).
Attending the ceremony were Prof. Dr. Huynh Van Chuong – Director of the Education Quality Management Agency, Ministry of Education and Training; Assoc. Prof. Dr. Phan Thanh Binh – Former Chairman of the National Assembly’s Committee for Culture, Education, Youth, Adolescents and Children, Former Director of VNU-HCM; Assoc. Prof. Dr. Duong Anh Duc – Vice Chairman of the Ho Chi Minh City People’s Committee, Dr. Dang Van Huan – Director, SAHEP Project Management Board, Ministry of Education and Training; Assoc. Prof. Dr. Nguyen Minh Tam – Vice Director of VNU-HCM; representatives of the office, functional departments, member units and affiliated units of VNU-HCM; representatives of Center for Educational Quality Accreditation in Vietnam; Distinguished lecturer representing the higher education institutions across Vietnam attended and congratulated.
On the CEA-HCM’s side, there was the participation of the Board of Directors, all staff of the Center, especially the participation of lecturers who are the accreditors/assessors who have collaborated with the CEA-HCM since its establishment.

In the Speech at the Anniversary Ceremony, Associate Professor, Dr. Le Ngoc Quynh Lam – Director of the CEA-HCM reviewed the 10-year journey of establishment and development of the Center, a journey for the development of quality assurance. Throughout the journey, the CEA-HCM has achieved many outstanding achievements such as: deploying 189 external assessment teams, completing educational quality accreditation for 53 educational institutions and 142 training programs; training nearly 300 lecturers with certificates/certificates of accreditors; conducting 40 training and consulting courses for the team working on assurance and accreditation of education quality at educational institutions nationwide; actively participating in giving opinions, researching and developing the process and set of standards for accreditated the quality of educational institutions and training programs.

Assoc. Prof. Dr. Le Ngoc Quynh Lam emphasized that these achievements are due first of all to the strong, persistent and wise leadership and direction of the leaders of the Ministry of Education and Training, the leaders of VNU-HCM, followed by the responsible and quality coordination of the lecturers accreditors/assessors and educational institutions; the regular cooperation and support of domestic and foreign partners, and the dedication of the staff and employees working at the CEA-HCM. Through the 10th Anniversary Ceremony, the Director of the CEA-HCM expressed gratitude to the previous generations, the lecturers who laid the foundation for the formation and construction of the CEA-HCM. Thanks to their great contributions, the CEA-HCM has achieved many successes as it has today. At the same time, the CEA-HCM also presented the lecturers with a commemorative medal as a most sincere thank you.

In recognition of its contributions and achievements, the CEA-HCM was honored to receive certificate of merit from the Minister of Education and Training for the CEA-HCM and Director of the CEA-HCM. VNU-HCMC also awarded certificates of merit to the collective, departments, and individuals who have had outstanding achievements and made many contributions to the construction and development of the CEA-HCM over the past time.

Speaking at the ceremony, Prof. Dr. Huynh Van Chuong – Director of the Education Quality Management Agency, Ministry of Education and Training, acknowledged the important role and contributions of the CEA-HCM to Vietnam’s education, and set an important goal for the unit, hoping that the Center: “Continue to strive to maintain high trust in the quality of the CEA-HCM’s educational quality accreditation work; continue to have good recommendations to spread and share effective implementation solutions, methods and approaches in governance, management and operation of educational institutions/training programs suitable for educational institutions nationwide. At the same time, continue to improve the effectiveness and quality of training for accreditors and training the capacity of the team doing quality assurance work in higher education institutions…”.


Sharing more at the Ceremony, Associate Professor, Dr. Nguyen Minh Tam – Vice President of VNU-HCM highly appreciated the unit’s contributions to the development of VNU-HCM in particular and the Vietnamese education system in general: “The Center has been active and proactive in performing the assigned functions and tasks, complying with the provisions of the law”.

Looking back on the 10-year journey of construction and development, responding to the opinions shared and directed by the Ministry of Education and Training; VNU-HCMC, Associate Professor, Dr. Le Ngoc Quynh Lam stated that the difficult challenges were valuable lessons for the Center to learn, constantly change and reach further. Acknowledging the opinions and directions of Mr. Huynh Van Chuong, Mr. Nguyen Minh Tam, the Board of Directors of CEA-HCM as well as the staff and civil servants of CEA-HCM were committed to successfully implementing the proposed plans, always proactively learning, promoting strengths, improving qualifications, and catching up with the rapid development trend of society.

With the mission of providing professional education quality assessment services, contributing to improving the quality and effectiveness of Vietnamese education, proactively fulfilling social responsibilities and serving the community; the CEA-HCM has been gradually realizing the goal of becoming a professional, prestigious education quality assessment organization recognized in the region and the world, creating a premise for future development.
